You can buy most of the materials required through these vendors There's a blacksmith, alchemist, and general goods store as actual buildings, and then there's a fletcher, magic goods, and miscellaneous stuff market stalls. The settlement is pretty basic, just a bunch of shops.
The mod I installed is Silverstead so I can't really speak for the others. When all is said and done, you'll probably be dropping at least 20k on it due to the sheer amount of materials. It requires a pretty good amount of materials to completely build it, although the price of the property itself isn't really that much (a measly 2000g). These are just the ones I play with at the moment, I'm sure I'll find more eventually. They usually come with a bedroll and a chest, perfect for those who just want to lay their head somewhere and not worry about tax laws of a castle or a home. But really pleasing places, all can be blessed with that "Bless Home" spell, and they also come with about 12-20 NPCs, all of which can be followers. Each of the ones I linked would probably most fit a wealthy or powerful character, as having a castle on a farmer playthrough is probably not so lore-friendly.
